All around the world, the pace of change in higher education is accelerating. In the face of continued increases in participation, demographic change and – in the west at least – profound fiscal crises, higher education institutions are increasingly being required to raise funds from students as opposed to relying on transfers from governments. Indeed, the pace of policy change is coming so quickly that it is difficult to keep track of all the relevant developments in different parts of the world.

In this, the second edition of Year in Review: Tuition Fees and Student Assistance, we outline the major changes related to higher education affordability around the world in 2011. In order to keep our sample manageable, we have kept our inquiries to a selection of 40 countries that collectively best represent the global situation:

Student-loan debt tops $1 trillion — from WSJ.com by Josh Mitchell and Maya Jackson-Randall

The amount Americans owe on student loans is far higher than earlier estimates and could lead some consumers to postpone buying homes, potentially slowing the housing recovery, U.S. officials said Wednesday.

Total student debt outstanding appears to have surpassed $1 trillion late last year, said officials at the Consumer Financial Protection Bureau, a federal agency created in the wake of the financial crisis. That would be roughly 16% higher than an estimate earlier this year by the Federal Reserve Bank of New York.

Big tuition hikes at elite private institutions contradict the notion that colleges are focusing on reining in sticker price to make education affordable.

The justification for the large increases at publics has been the need to maintain quality in the face of state appropriations cuts, an excuse private universities don’t have. For many privates, other revenue sources, including endowment returns and private giving, are back to where they were before the recession. And almost half the presidents of private doctoral universities surveyed recently by Inside Higher Ed said their institutions could make additional spending cuts without hurting quality, meaning there is little imperative for increases.

For this reason, the presidents of several private institutions have taken some measures to control costs. “Somewhere out there is a line, on the other side of which we become unaffordable. We haven’t crossed it yet, but we know we’re getting closer to it,” McCardell said. Total cost of attendance at some liberal arts colleges, including tuition, room, and board, is more than $50,000 a year.

    This year’s federal budget, in an effort to trim spending on Pell Grants, shut off both routes. As of July 1, newly enrolled students are required to have a high school diploma or GED in order to receive federal financial aid. College administrators say they worry the new policy will shut out older students seeking training to find a new job, immigrants, and students in states where money for basic adult education has been cut in budget crises.

    Either those students will turn to riskier private loans, they say, or — more likely — they’ll just give up on pursuing higher education.

It was moderated by Texas A&M System Chancellor John Sharp and featured Heldenfels, Texas Higher Education Commissioner Raymund Paredes, and two pairs of university and community college leaders actively collaborating: Texas A&M-San Antonio President Maria Ferrar and Alamo Colleges Chancellor Bruce Leslie, and Texas A&M-Commerce President Dan Jones and South Texas College’s Chief Academic Officer Juan Mejia.

Leslie said that Perry’s push has led to an increased emphasis on cooperation between community colleges and four-year universities. The result, he said, is a degree that meets Perry’s target — and is even less expensive. At Texas A&M-San Antonio, Ferrar said, a bachelor’s in information technology with an emphasis on cyber security will cost about $9,700.

Sir Ken Robinson’s talk

Practice <–>Theory <–> Policy

  • People who practice don’t often have time to get the latest and greatest information re: theory
  • Theorists don’t have much time for practice
  • Policy makers don’t know much about either 🙂

Purposes of education:

  • Economic.  Not solely, but there are economic reasons for providing education. Academic vs vocation programs – Sir Ken doesn’t subscribe to this dichotomy in educational DNA. Need new sorts of education
  • Cultural. Aim to pass on cultural genes – values, beliefs
  • Personal. The most important! In the end, education is ultimately, personal. Too much impersonal testing that students aren’t engaged in.

Key point:

  • There is everything you can do – at all levels; many of us ARE the educational system – at least for the group(s) of students that we are working with. So we can make immediate changes; and collectively this can create a revolution.

Education not linear, not monolithic. Rather, it’s a complex, adaptive system – many moving parts, like a vortex…not like an undistributed canal; more like an ocean with different forces tugging this way and that. (From DSC: I agree with what Sir Ken is saying here, but I especially agree with this particular perspective — thus the name of this blog.)

Personalization is key! Education needs to be customized to the communities where it’s taking place.

Principles

  • Curriculum – towards disciplines (skills, processes, procedures) and away from subjects
  • Teaching & Learning – dynamic; flow of knowledge; not static; forms need to tap into streams; move towards collaborative activities; active learning trumps passive learning
  • Assessment – must move from judgment to description

What if Steve Jobs had re-invented the education system rather the computer and consumer electronics industry?

Steve Jobs was a contradictory character, combining control freak and Zen Buddhist, and technology with design. He had a revolutionary impact on computing, animation, the music industry, printing, and publishing. Last year he and Bill Gates together expressed surprise at how little impact technology had had on schools. Jobs’s wife is an educational reformer, he was a college dropout; but what would it have been like if Steve Jobs had focused on education? What would the Jobs School be like?

How do we make an insanely great school?

  • Must go really deep to create something that’s easy to use (from DSC — I call this “Easy is hard.”) Need to de-clutter the teaching & learning environment, the curriculum, the qualifications, and the people.
  • How does it make me feel when I walk through the doorway of your school?
  • Get to choose who you want to learn with and from
  • Simple, beautiful space; flexible; social; reflective, all year round
  • More seductive, intuitive, enthralling
  • Does it inspire curiosity?
  • “Don’t need instructions”
  • Not just a school – learning doesn’t stop when school bell rings
  • 24×7 thing
  • Curriculum
  • Is there a range of things to interest everyone?
  • Need more choice; selection; more control of their learning
  • All ages
  • Enterprising
  • Creative, technical, practical…but most of all, it would be fun!

Stopping the ‘brain drain’ of the U.S. economy — from NPR

Excerpts:

“The problem is that when you’ve got 20 to 30 percent of some of the top talent in this country going into a sector that is not necessarily contributing to economic and social productivity,” he says. “That’s a problem for the country at large and it’s something that we should all be concerned about.”

Economist Paul Kedrosky with the Kauffman Foundation says elite schools sending a bigger share of their graduates into finance and consulting is not new; they’ve been doing it for at least two decades.  Kedrosky tells NPR’s Raz that what’s different now is that those students have essentially used their talents to grow the financial sector in ways that are unhealthy for the overall economy.

One last, relevant reflection here…

I’ve been wondering about the place of the heart when it comes to capitalism. I was listening to Gary Hamel earlier today — Gary is author of the new book, What Matters Now (thanks to Daniel Pink’s Office Hours) and one of the items Gary mentioned was the need for a moral renaissance in business today.  The comments were that:

  • Capitalism requires that the most powerful players act as guardians, stewards, and are accountable, equitable, and charitable; they can and do deny their self;  leaders must see themselves as stewards instead of just maximizing short-term gains
  •  Without those morals, there is egregious behavior
Bottom line:
Values and principles are key to our economy and our nation.

President Obama gave college affordability a prominent place in his domestic agenda during his annual State of the Union address, calling directly on universities to hold down costs in order to make higher education more accessible to the middle class. He outlined a set of proposals that include threatening universities with a loss of federal money if they are unable to tamp down tuition.

“Let me put colleges and universities on notice: If you can’t stop tuition from going up, the funding you get from taxpayers will go down,” Obama said in his hour-long address. He didn’t offer specifics, however, and the blueprint document the White House sent out to accompany the speech didn’t get specific either. But advocates expect him to lay out more concrete details in the coming days.

State higher education spending sees big decline — from HuffingtonPost.com by Christine Armario

MIAMI — State funding for higher education has declined because of a slow recovery from the recession and the end of federal stimulus money, according to a study released Monday.

Overall, spending declined by some $6 billion, or nearly 8 percent, over the past year, according to the annual Grapevine study by the Center for the Study of Education Policy at Illinois State University. The reduction was slightly lower, at 4 percent, when money lost from the end of the American Reinvestment and Recovery Act was not taken into account.

The funding reductions, seen across nearly every state, have resulted in larger class sizes and fewer course offerings at many universities and come as enrollment continues to rise.

Beware: Alternative certification is coming — from The Chronicle by Richard Vedder

As college costs rise, however, people are asking: Aren’t there cheaper ways of certifying competence and skills to employers? Employers like the current system, because the huge (often over $100,000) cost of demonstrating competency is borne by the student, not by them. Employers seemingly have little incentive to look for alternative certification. That is why reformers like me cannot get employer organizations like the U.S. Chamber of Commerce to take alternative certification seriously. But if companies can find good employees with high-school diplomas who have demonstrated necessary skills and competency via some cheaper (to society) means, they might be able to hire workers more cheaply than before–paying wages that are high by high-school-graduate standards, but low relative to college-graduate norms. Employers can capture the huge savings of reduced certification costs. And students avoid huge debt, get four years more time in the labor force, and do not face the risks of not getting through college. Since millions of college grads have jobs which really do not use skills developed in college anyhow, alternative certification is more attractive than ever.

  • Non-routine work — is the kind of work that you want to be able to do (there’s also the non-routine, local work — butcher, grocier — but that wasn’t the focus here)
  • Routine work — has been crushed via algorithms, outsourcing, (robotics), etc.

The bar has risen in non-routine work as we’ve moved from connected to hyper-connected world.

We are in the middle of an IT revolution/transformation — cloud, mobile, social, other — where Information Technology changes and globalization are creating global supply changes.  Tom’s key point is that the United States needs to be involved in these changes or we’ll get left in the dust.

In their Help Wanted chapter, the following skills are wanted:

  • Critical reasonsing
  • Problem solving
  • Non-routine work oriented
  • But most of all, you must be able to invent and reinvent your job WHILE you are doing the job
  • Creative
  • Innovative
  • (Pulse-checker and responder; which is why universities and colleges must begin offering classes on futurism/developing scenarios)
  • Unique value creation
  • Be able to bring your EXTRA

Average is over.  Now that we are hyper-connected, “average” is over.  If average is over — you must bring your “extra”.

If “average” is over, are we developing and raising up a generation of students who are learning how to bring their “extra”?  Does standardized testing help us or hurt us in this regard?

3 key attitudes you need if you want to “lean into this world”:

  1. Think like a new immigrant
    No legacy place waiting for me; I better figure out what world I’m living in, and then I better work hard to uncover and pursue the opportunities that current world presents; nothing is owed to me
  2. Think like an artisan
    Unique, hand-made; one-off’s, work in ways that you would be proud to carve your initials into your work
  3. Think like the waitress at Perkins Pancake House in MN
    Where she gave Thomas’ friend extra fruit and she mentioned that to them both; she brought her extra in areas where she had the control to do so

United States may be in relative decline — as we experience the “rise of the rest”; but what the US has to worry about it absolute decline

American exceptionalism — hogwash; no one owes us anything; have to earn our way; formula for success was a great private public partnership going back to Alexander Hamilton and built upon by Lincoln, Eisenhower, other (person asking question used the word ecosystem).  5 main pillars of this formulate for success/ecosystem:

  1. Education
  2. Infrastructure
  3. Open immigration policy
  4. Best rules for capital formation and risk taking
  5. Solid gov’t funded research

We’ve moved away from these 5 puillars of success and we’ve treated our nation like it’s a football that can be dropped w/ no resulting issues; the reality is we’re more like an egg; in another analogy, we can cut and hit arteries quickly…doing actual damage.

We misread environment — at end of cold war we put our feet up, thinking victory was won; the U.S. chased Al Queda instead of China, Brazil, other

Q&A

  • Q: Influence — how changed and how stay the same
    A: To have influence, must get substance  right — content is key; diamond-hard realities are key; not the spins; still need to do grunt, basic work; can never be a Thor throwing down lightning bolts from on high
  • Q: Labor arbitrage
    A: Rebalancing happening, but may take time; what was outsourced may not stay where originally went to
  • Q & A about Occupy Wall Street — was/is about injustice; taking $ and treating it like they were in a casino; people doing that got away with it; what will leadership look like in a hyperconnected world?

Final thoughts:

  • Idea of OODA loop from the world of Air Force pilots — observe, ___ decide, act  — speed of OODA loops are key; our political leaders are talking about A when X,Y, and Z are really happening (and the two circles rarely intersect)
  • How long can we be a great country when our political systems cannot deliver optimal results?
  • Our political system needs shock therapy — Friedman argues that we need a 3rd party — see AmericansElect.org

From DSC:
Each of us must be able to continually do pulse checks on a variety of forces that may be affecting our domains/places of work. We must be able to develop future scenarios and our responses to those scenarios. The ability to do that will become even more important as we move forward at ever-increasing speeds. 

We can’t be looking 5-10 feet ahead when we’re driving at 180 miles per hour in this new, hyper-connected world!
