Robots will take jobs, but not as fast as some fear, new report says — from nytimes.com by Steve Lohr

The robots are coming, but the march of automation will displace jobs more gradually than some alarming forecasts suggest.

A measured pace is likely because what is technically possible is only one factor in determining how quickly new technology is adopted, according to a new study by the McKinsey Global Institute. Other crucial ingredients include economics, labor markets, regulations and social attitudes.

The report, which was released Thursday, breaks jobs down by work tasks — more than 2,000 activities across 800 occupations, from stock clerk to company boss. The institute, the research arm of the consulting firm McKinsey & Company, concludes that many tasks can be automated and that most jobs have activities ripe for automation. But the near-term impact, the report says, will be to transform work more than to eliminate jobs.

 

So while further automation is inevitable, McKinsey’s research suggests that it will be a relentless advance rather than an economic tidal wave.

An insurance company in Japan announced that it will lay off more than 30 employees and replace them with an artificial intelligence system.  The technology will be based on IBM’s Watson Explorer, which is described as having “cognitive technology that can think like a human,” reports the Guardian. Japan’s Fukoku Mutual Life Insurance said the new system will take over from its human counterparts by calculating policy payouts. The company said it hopes the AI will be 30% more productive and aims to see investment costs recouped within two years. Fukoku Mutual Life said it expects the $1.73 million smart system—which costs around $129,000 each year to maintain—to save the company about $1.21 million each year. The 34 staff members will officially be replaced in March.

 Although it is difficult to predict these economic effects precisely, the report suggests that policymakers should prepare for five primary economic effects:

Changes in the skills demanded by the job market, including greater demand for higher-level technical skills;
Uneven distribution of impact, across sectors, wage levels, education levels, job types, and locations;
Churning of the job market as some jobs disappear while others are created; and
The loss of jobs for some workers in the short-run, and possibly longer depending on policy responses.

It is easy to say that people need to keep learning throughout their careers. The practicalities are daunting.

WHEN education fails to keep pace with technology, the result is inequality. Without the skills to stay useful as innovations arrive, workers suffer—and if enough of them fall behind, society starts to fall apart. That fundamental insight seized reformers in the Industrial Revolution, heralding state-funded universal schooling. Later, automation in factories and offices called forth a surge in college graduates. The combination of education and innovation, spread over decades, led to a remarkable flowering of prosperity.

Today robotics and artificial intelligence call for another education revolution. This time, however, working lives are so lengthy and so fast-changing that simply cramming more schooling in at the start is not enough. People must also be able to acquire new skills throughout their careers.

Unfortunately, as our special report in this issue sets out, the lifelong learning that exists today mainly benefits high achievers—and is therefore more likely to exacerbate inequality than diminish it. If 21st-century economies are not to create a massive underclass, policymakers urgently need to work out how to help all their citizens learn while they earn. So far, their ambition has fallen pitifully short.

At the same time on-the-job training is shrinking. In America and Britain it has fallen by roughly half in the past two decades. Self-employment is spreading, leaving more people to take responsibility for their own skills. Taking time out later in life to pursue a formal qualification is an option, but it costs money and most colleges are geared towards youngsters.

A college degree at the start of a working career does not answer the need for the continuous acquisition of new skills, especially as career spans are lengthening. Vocational training is good at giving people job-specific skills, but those, too, will need to be updated over and over again during a career lasting decades. “Germany is often lauded for its apprenticeships, but the economy has failed to adapt to the knowledge economy,” says Andreas Schleicher, head of the education directorate of the OECD, a club of mostly rich countries. “Vocational training has a role, but training someone early to do one thing all their lives is not the answer to lifelong learning.”

To remain competitive, and to give low- and high-skilled workers alike the best chance of success, economies need to offer training and career-focused education throughout people’s working lives. This special report will chart some of the efforts being made to connect education and employment in new ways, both by smoothing entry into the labour force and by enabling people to learn new skills throughout their careers. Many of these initiatives are still embryonic, but they offer a glimpse into the future and a guide to the problems raised by lifelong reskilling.

Don’t discount the game-changing power of the morphing “TV” when coupled with artificial intelligence (AI), natural language processing (NLP), and blockchain-based technologies!

When I saw the article below, I couldn’t help but wonder what (we currently know of as) “TVs” will morph into and what functionalities they will be able to provide to us in the not-too-distant future…?

For example, the article mentions that Seiki, Westinghouse, and Element will be offering TVs that can not only access Alexa — a personal assistant from Amazon which uses artificial intelligence — but will also be able to provide access to over 7,000 apps and games via the Amazon Fire TV Store.

Some of the questions that come to my mind:

  • Why can’t there be more educationally-related games and apps available on this type of platform?
  • Why can’t the results of the assessments taken on these apps get fed into cloud-based learner profiles that capture one’s lifelong learning? (#blockchain)
  • When will potential employers start asking for access to such web-based learner profiles?
  • Will tvOS and similar operating systems expand to provide blockchain-based technologies as well as the types of functionality we get from our current set of CMSs/LMSs?
  • Will this type of setup become a major outlet for competency-based education as well as for corporate training-related programs?
  • Will augmented reality (AR), virtual reality (VR), and mixed reality (MR) capabilities come with our near future “TVs”?
  • Will virtual tutoring be one of the available apps/channels?
  • Will the microphone and the wide angle, HD camera on the “TV” be able to be disconnected from the Internet for security reasons? (i.e., to be sure no hacker is eavesdropping in on their private lives)

Over two days of sessions in London, speakers celebrated technology’s latest developments in fields ranging from healthcare to finance, from energy to art. Throughout the event, the notion of ‘humane tech’ emerged to describe the ways in which technology is being used to improve the state of the world. Increasingly, technology startups are harnessing the latest advances, including virtual reality and mobile technologies, to solve societal problems and tackle real issues.

Alexandra Ivanovitch, founder of Simorga, presented the company’s mission to develop VR apps that combat prejudice. The work follows research from BeAnotherLab which demonstrated that racial and gender biases can be reduced using virtual reality. When a user experiences the world as someone else, essentially swapping their body for a different one, empathy increases and bias decreases. Stanford University’s Virtual Human Interaction Lab has created a similar experience in which participants encounter racism while embodying someone else. The project’s mission is reminiscent of Sandy Speaks, the chatbot that uses artificial intelligence to educate people about the Black Lives Matter movement.

In a world where 26% of countries are described as ‘not free,’ technology is increasingly coming into play to empower citizens.

Another human rights issue that technology can seek to tackle is access to education. With approximately 250 million children globally failing to learn even the basics, there is scope for teaching through a range of technologies.

In addition to social issues and human rights, technology is being used on a broader scale to fight climate change…

Most obviously, the speech-recognition functions on our smartphones work much better than they used to. When we use a voice command to call our spouses, we reach them now. We aren’t connected to Amtrak or an angry ex.

In fact, we are increasingly interacting with our computers by just talking to them, whether it’s Amazon’s Alexa, Apple’s Siri, Microsoft’s Cortana, or the many voice-responsive features of Google. Chinese search giant Baidu says customers have tripled their use of its speech interfaces in the past 18 months.

Machine translation and other forms of language processing have also become far more convincing, with Google, Microsoft, Facebook, and Baidu unveiling new tricks every month. Google Translate now renders spoken sentences in one language into spoken sentences in another for 32 pairs of languages, while offering text translations for 103 tongues, including Cebuano, Igbo, and Zulu. Google’s Inbox app offers three ready-made replies for many incoming emails.

But what most people don’t realize is that all these breakthroughs are, in essence, the same breakthrough. They’ve all been made possible by a family of artificial intelligence (AI) techniques popularly known as deep learning, though most scientists still prefer to call them by their original academic designation: deep neural networks.

 

Even the Internet metaphor doesn’t do justice to what AI with deep learning will mean, in Ng’s view. “AI is the new electricity,” he says. “Just as 100 years ago electricity transformed industry after industry, AI will now do the same.”

A companion document lays out a strategic plan for Federally-funded research and development in AI. Additionally, in the coming months, the Administration will release a follow-on report exploring in greater depth the effect of AI-driven automation on jobs and the economy.

The report was developed by the NSTC’s Subcommittee on Machine Learning and Artificial Intelligence, which was chartered in May 2016 to foster interagency coordination, to provide technical and policy advice on topics related to AI, and to monitor the development of AI technologies across industry, the research community, and the Federal Government. The report was reviewed by the NSTC Committee on Technology, which concurred with its contents. The report follows a series of public-outreach activities spearheaded by the White House Office of Science and Technology Policy (OSTP) in 2016, which included five public workshops co-hosted with universities and other associations that are referenced in this report.

I have attended the Next Generation Learning Spaces Conference for the past two years. Both conferences were very solid and they made a significant impact on our campus, as they provided the knowledge, research, data, ideas, contacts, and the catalyst for us to move forward with building a Sandbox Classroom on campus. This new, collaborative space allows us to experiment with different pedagogies as well as technologies. As such, we’ve been able to experiment much more with active learning-based methods of teaching and learning. We’re still in Phase I of this new space, and we’re learning new things all of the time.

For the upcoming conference in February, I will be moderating a New Directions in Learning panel on the use of augmented reality (AR), virtual reality (VR), and mixed reality (MR). Time permitting, I hope that we can also address other promising, emerging technologies that are heading our way such as chatbots, personal assistants, artificial intelligence, the Internet of Things, tvOS, blockchain and more.

The goal of this quickly-moving, engaging session will be to provide a smorgasbord of ideas to generate creative, innovative, and big thinking. We need to think about how these topics, trends, and technologies relate to what our next generation learning environments might look like in the near future — and put these things on our radars if they aren’t already there.

As Eric Johnson summed up last year in Recode, “to borrow an example from Microsoft’s presentation at the gaming trade show E3, you might be looking at an ordinary table, but see an interactive virtual world from the video game Minecraft sitting on top of it. As you walk around, the virtual landscape holds its position, and when you lean in close, it gets closer in the way a real object would.” Can a “holographic” cinema experience really be that far off? Prediction 13. Full-wall video with multiscreens will appear in the home. Here’s something interesting: The first three predictions in this set of 10 all have an origin in commercial applications. This one — think of it more as digital signage than sports bar — will allow the user to have access to a wall that includes a weather app, a Twitter feed, a Facebook page, the latest episode of Chopped, a Cubs game, and literally anything else a member — or members — of the family are interested in. The unintended consequences: some 13-year-old will one day actually utter the phrase, “MOM! Can you minimize your Snapchat already!?!”

Prediction 22: Intelligent glass will be used as a control interface, entertainment platform, comfort control, and communication screen. Gordon van Zuiden says, “We live in a world of touch, glass-based icons. Obviously the phone is the preeminent example — what if all the glass that’s around you in the house could have some level of projection so that shower doors, windows, and mirrors could be practical interfaces?” Extend that smart concept to surfaces that don’t just respond to touch, but to gesture and voice — and now extend that to surfaces outside the home. 

 

Prediction 28: User-programmable platforms based on interoperable systems will be the new control and integration paradigm. YOU: “Alexa, please find Casablanca on Apple TV and send it to my Android phone. And order up a pizza.”

Policy and technology will drive the security concerns over internet and voice connected devices. “When you add the complexity of ‘always on, always listening’ connected devices … keeping the consumer’s best interests in mind might not always be top of mind for corporations [producing these devices],” notes Maniscalco. “[A corporation’s] interest is usually in profits.” Maniscalco believes that a consumer push for legislation on the dissemination of the information a company can collect will be the “spark that ignites true security and privacy for the consumer.”

Prediction 53. The flexible use of the light socket: Lighting becomes more than lighting. Think about the amount of coverage — powered coverage — that the footprint of a home’s network of light sockets provides. Mike Maniscalco of Ihiji has: “You can use that coverage and power to do really interesting things, like integrate sensors into the lighting. Track humidity, people’s movements, change patterns based on what’s happening in that room.”

Prediction 64. Voice and face recognition and authentication services become more ubiquitous.
