Like many cities across America, Lowell is struggling to find its economic footing<a href=\"https:\/\/cew-7632.kxcdn.com\/wp-content\/uploads\/Americas-Divided-Recovery-web.pdf\"> as millions of blue-collar jobs in manufacturing, construction and transportation disappear<\/a>, subject to offshoring and automation.<\/p>\n<p style=\"padding-left: 30px;\">The jobs that once kept the city prosperous <a href=\"http:\/\/glwdb.org\/wp-content\/uploads\/2017\/12\/GLWDB-Strategic-Plan.pdf\">are<\/a> <a href=\"http:\/\/lmi2.detma.org\/Lmi\/Industry_Projection.asp?area=15000006long&amp;cmd=Go\">being replaced<\/a> <a href=\"http:\/\/lmi2.detma.org\/Lmi\/Industry_Projection_ST.asp\">by<\/a> skilled jobs in service sectors such as health care, finance and information technology \u2014 positions that require more education than just a high-school diploma, thus squeezing out many of those blue-collar, traditionally middle-class workers.<\/p>\n<p>&nbsp;<\/p>\n<blockquote><p><strong><span style=\"color: #ff6600;\">As emerging technologies rapidly and thoroughly transform the workplace, some experts predict that by 2030<\/span><a href=\"https:\/\/www.mckinsey.com\/global-themes\/future-of-organizations-and-work\/what-the-future-of-work-will-mean-for-jobs-skills-and-wages\"> 400 million to 800 million people<\/a> <span style=\"color: #ff6600;\">worldwide could be displaced and need to find new jobs.
